The construction of the Trans-Sumatra Toll Road (JTTS) is still ongoing and its completion is being accelerated. PT Hutama Karya (Persero) or HK is the construction company responsible for the JTTS project.
HK's President Director Budi Harto stated that out of the total assignment to build the 2,854 km JTTS, HK has constructed a significant portion totaling 800 km.

The toll sections that are already operational include the Medan-Binjai section which has been taken over by the Indonesia Investment Authority (INA), as well as Pekanbaru-Dumai, Palembang-Indralaya, Terbanggi Besar-Kayu Agung, Bakauheni-Terbanggi Besar, Taba Penanjung-Bengkulu, and Simpang Indralaya-Muara Enim.

In addition, the Kuala Tanjung-Tebing Tinggi-Parapat (Kutepat) toll sections in North Sumatra have completed construction.

These Kutepat toll sections include Section 2 of the Kutepat Toll from Indrapura to Kuala Tanjung spanning 18.05 km, and Section 3 and part of Section 4 from Tebing Tinggi to Serbelawan-Sinaksak spanning 45.4 km. The next phase will involve Functionality Testing from July 10-12, 2024, to ensure the toll road's readiness before its public opening.

Meanwhile, partially operational and under construction are the Sigli-Banda Aceh, Binjai Langsa Section from Binjai to Pangkalan Brandan, Kisaran-Indrapura, Kuala Tanjung-Tebing Tinggi-Siantar, Padang Sicincin, and Pekanbaru-Koto Kampar sections.

As of June 25, 2024, HK has constructed 800 km. They are targeting the completion of part of Phase II by the end of 2024.

"Phase II has started construction and includes the Junction Bypass Pekanbaru Toll section," he added.

Previously, PT Hutama Karya (Persero) was set to complete the Palembang-Betung Toll section, which is part of the Kayu Agung-Palembang-Betung (Kapal Betung) Toll Road. However, HK's President Director Budi Harto revealed that the project requires a total funding of IDR 15.47 trillion.

Therefore, HK has applied for State Capital Injection (PMN) to continue the JTTS project. HK received a PMN of IDR 18.6 trillion this year.

According to the Toll Road Regulatory Agency (BPJT) of the Ministry of Public Works and Public Housing (PUPR), as of June 2024, the total length of toll roads in Indonesia has reached 2,893.02 km.

This figure has been calculated since Indonesia's first toll road in 1978. Since then, the length of toll roads in Indonesia has continued to increase.

"Since 1978 until now, toll roads with a total length of 2893.02 km have been built and operated, and this will continue to increase," wrote BPJT 

For example, from 1978 to 2004, the length of toll roads in Indonesia was 600.62 km. Then, from 2005 to 2014, there was an addition of 189.2 km of toll roads.

In 2015, the length of toll roads in Indonesia increased by 132.35 km. In 2016, it increased by 43.69 km, and in 2017, it increased by 156.5 km.

In 2018 and 2019, there was a significant increase in toll road length in Indonesia, with 442.6 km and 522.88 km respectively. In 2020, it increased again by 246.12 km, by 122.84 km in 2021, by 142.11 km in 2022, by 217.78 km in 2023, and by 76.33 km in 2024.

Interestingly, the majority of toll roads in Indonesia were built during President Joko Widodo's (Jokowi) administration. Since Jokowi took office in 2014, the construction of toll roads has reached 2,103.2 km. Meanwhile, from 1978 to 2014, there were only about 789.82 km of toll roads. Thus, 72% of toll roads in Indonesia were built under Jokowi's leadership.

Operational Full Toll Roads During Jokowi's Administration

In Sumatra, approximately 915.65 km of toll roads are already operational. These include fully operational and interconnected toll sections from Bakauheni, Lampung to Palembang, South Sumatra.

However, apart from these areas, there are also other operational toll roads, both long-standing and newly inaugurated.

Of the 915.65 km length of the Trans-Sumatra Toll Road that is operational, it consists of 15 sections, namely:

  • Bakauheni - Terbanggi Besar 141 km (Managed by INA)
  • Terbanggi Besar - Kayu Agung 189 km
  • Kayu Agung - Palembang - Betung 42.5 km (Managed by Waskita)
  • Belawan - Medan - Tanjung Morawa 43 km (Managed by Jasa Marga)
  • Medan - Binjai 17 km (Managed by INA)
  • Medan - Kualanamu - Tebing Tinggi 62 km (Managed by Jasa Marga)
  • Palembang - Indralaya 22 km
  • Sigli - Banda Aceh Section 2 - 6 (Seulimeum - Baitussalam) 48.5 km
  • Pekanbaru - Dumai 131 km
  • Pekanbaru - Bangkinang 31 km
  • Binjai - Tj. Pura 38.5 km
  • Bengkulu - Taba Penanjung 17 km
  • Indralaya - Prabumulih 65 km
  • Tebing Tinggi - Indrapura 20.4 km (Managed by Hamawas)
  • Indrapura - Kisaran 47.75 km

Although all 15 sections are partially operational, some are still under construction.

In addition to Sumatra, many toll sections are operational in Java. Most recently, the government inaugurated the Cimanggis-Cibitung Toll Road (Cimaci), which is part of the Jakarta Outer Ring Road 2 (JORR 2).

The Cimaci Toll Road spans 19.65 km, from Cikeas Interchange to Cibitung Junction. With the opening of the Cimaci Toll Road, the JORR 2 Toll Road is fully operational from Soekarno-Hatta Airport to Cilincing Interchange, spanning 111 km in total.

With the full connection of JORR 2, the list of operational toll roads on Java Island has increased once again. Apart from Sumatra and Java, Jokowi has also successfully built toll roads in other regions, especially in Kalimantan and Sulawesi. In Kalimantan during Jokowi's tenure, the Samarinda-Balikpapan Trans-Kalimantan Toll Road has been built, spanning 99.35 km with an investment value of IDR 9.9 trillion.

Meanwhile, in Sulawesi, Jokowi completed the Manado-Bitung Toll Road spanning 39 km with an investment value of IDR 4.95 trillion.
